Which files contain Wild/Civilized & Roads/NoRoads?

Probably starting me in the face, but which files and attributes control whether a region has roads and is considered civilized? Neither the .rgn or .scn files seem to list them.

yes, the .scn file is the end result of a processing of several files, which are originally in XLS format (nicer to read and edit!)... Unless for a surgical & temporary edit, don't work on the scn file if you intent to mod something.
