Foreing Intervention Options

Guess they should work within NCP, too.

Should I edit a new EventsForeignEntry file or can include Foreign Intervention command string in campaign event file?

you better do that in a separate file. Also be sure to have in your factions one which will call for help while another will try to prevent that. See AACW factions.

I'm already looking at AACW to open my way to the Foreign Intervention editing.
Probably I'll have to ask for more clarifications later.
