Building Division HQ 'the old way'

Can the Division HQ still be added to the reinforcements pool?
It may seem silly, but I'm testing this as a mod idea, but the following doesn't work:

I see the DivHQ in replacements, but nothing shows up to 'buy new'. [There are only 5 DivHQ already on the map, created by event]

Am I wasting my time?
