How to create a new structure?

I would like to create a structure representing the semipermanent fortifications built around Washington, Richmond during the war. Currently, we have fort ( representing old brick and mortar conception) or army entrenchments but these ones are disapearing once the army has moved.

We are using level 2 forts for the two fortifications rings you speak about.

What will be the effect of a level 3 fort if we modify the fort structure to allow a third level?
Will we need to add a new graphic?
Same questions for the Depot?
