CSA frees the Slaves

I was wondering if there are any pre-existing mods dealing with the possibility that the CSA freed the slaves in early 1864, according to Gen. Patrick Cleburne's plan. If not, would this be possible?

Just read the fictional Grant Comes East. This issue was a topic. Fascinating possibility.
