City Levels greater than 10

I cannot seem to get the game engine to create a city level greater than 10 without manually editting the scn file. If I modify the cities inc file for my scenario and set the city level to 5, start the ACW scenario editor with F9, and save the game. The scenario with have the city level at 5. If I modify the cities inc file and set the city level to 20, start and save the scenario, etc. The city level is 10. If I manual edit the scn file and set the city level to 20, it works.
Is there a bug with ACW scenario creation that will not allow saving city levels greater than 10? The Script.ini file is referencing the proper cities file scince I am able to reduce the city level.

The following city levels are currently affected;
New York City - 20
London - 20
Paris - 20
Philadelphia -15
Boston - 15
Mexico City - 15
Chicago - 12
Port levels are also affected;
New York City - 20
London - 20
Amsterdam - 15

The entry MaxLevel must now be set in the structures files, or it defaults to 10.

I was able to modify the scn files and change the city and port levels to match the database files. They do show the new editted values on the map and tool tips, but but I don't know if the game engine will have any problems with these values.

Confirmed that this fixes both city and port levels greater than 10 for newly created scenarios.

Sorry Michael... This was an unexpected side effect of some new code added for VGN, as you guess I don't add code just to bother people
