Am looking for a mod that limits union and CSA partial or full mobilization to more historically accurate dates (first March turn in 1863 for the union and second April turn of 1862 for CSA).

Could someone either let me know of an existing mod that does this? Or, in layperson's terms, how one would go about modding this for version 1.13b?
