Haven't found this in the forum or docs:

One thing I came across that seems to belie the manual: I am able to play strategems for raiders, although their icon is greyed out, and they are under AI control. A strategem can be chosen, played, then a response is displayed in a popup.

So my question is: exactly what control do I have over raider countries? The manual says none, but that seems to be wrong.

Playing stratagems on Raider nations is like providing them a kind of external help, rather than "controlling" them. No control on them at all at the end...
