Hordes and Kingdoms

How exactly does one settle a barbarian horde? I'm sort of fond of playing Empires/Kingdoms, so I didn't really play any barbarian tribes. So I tried the Tutorial as the Saxons - now, I'm somewhat confused:

- First of all, I was forced to change status (5 provinces, age 4 as Saxons), and the "change status" button was never available. I thought barbarians of that age/size weren't supposed to change status without player consent?

- What's going on with the hordes? Before I change status, the "settle in the countryside," but that just makes the Horde disappear and no new settled population appears.

- When picking the "found a new capital" option in the capital choice event, I can't found a new city with the Horde anyway (the button isn't available). Also, the Horde disappears less than a year after the status change.
