Raided by ally?

Being Persia in 375, one of my provinces (the one bordering on Albania) keep being raided by my ally/vassal Albania. How could that be?

Normal, raiders jsut do that...raid...they do not respect pleadges or treaties...their everyday business as usual

Better to annex them. One problem less. But then it is good to have a bulwark/cushion between your own territory and the Alans or Huns.

The problem is just delayed... because when you annex raiders, they most of the time re-appear in a nearby province and will continue raiding you 
... but the move is good anyway, as you'll push them a bit farther away from your core territory
