Leaders, I don't get it...

Silly question perhaps, but...
How are we supposed to change a stack's leader?
I mean: I often have mediocre or worse leaders for my units and stacks. And browsing through the pool, I see two or three stared ones!
So, basically, how do I put them in charge?
And why do some stacks have no access to the said pool?
