How do I start a game with only one nation?

Start a game as one color (group of nations) then click on the 'palace' (the image of the ruler with the large shield on the lower left), and there are buttons there to set AI control of one or more of your countries. Set AI control for all the countries but the one you want to play directly.

The manual states that in "free campaigns" you begin w/only one nation, but bid for more.

But since I haven't tried that yet ...
