I've noticed that for factions that start delegated, there is no way for me to undelegate them. I click the button in the palace for each category and it appears to toggle, but I can never control the troops. I don't know if this is specific to Raider nations as those are the ones usually started with delegation toggled or not but even when the military starts undelegated for raider nations, I can't control the military. Is this intended or is it a bug?

I was playing a scenario where I controlled the Alans and the Persians but since I never had true control over the Alan (they had the delegation bug), they kept raiding my persians knocking down their VPs. Very annoying though I realize Alan get victory points for pillaging too.

Raider nations are always handled by AI, even if human controlled, as long they are in Raider status. So delegation toggle does not work.
