Gentlemen,

Per our discussions, and taking into consideration what the governors of various states have available, I propose the following recruitment, enrollment, and construction efforts for July, assuming that a draft or call for volunteers is not considered in the national interest at this time. If it is considered in the national interest based on further discussion, to institute either or both measures, this proposal will be revised accordingly.

Unnassigned, from wherever we can get them:

9 regiments of various Infantry,
1 of Skirmishers,
3 of Cavalry,
4 batteries of various Artillery

and 15 Steamboats


Specific requests to the governors of the states:

For the Western Military Division:
California - 4 regiments of 90 day Volunteers
Iowa - 3 rgts. of Cavalry
Missouri - 1 rgt. Vol., 1 Lt. battery
Illinois - 2 rgts. Cav., 1 btty. Napoleons
Kentucky - 5 rgts. Vols.
Ohio - 1 btty. Napoleons

For the Eastern Military Division:
Pennsylvania - 3 rgts. Cav.

New England ports - 12 transport squadrons
Mid Atlantic ports - 17 transport squadrons

Very small amounts of money and material sent to increase production in the New Mexico Territory.

This will require all the available manpower, leaving us with a small amount of supplies, and a reserve in the treasury.

In order to coordinate effectively with your forces, I provide the following information on temporary naval dispositions. These assignments are made with the purpose of interdicting any rebel movements towards eastern Maryland and restricting movement into Washington, freeing some of the land forces with those duties for other assignments.

USS Pawnee will patrol the Potomac River.

USS Cumberland will patrol Potomac Mouth.

Chesapeake Scouting Squadron will patrol the Potomac Estuary.

NY Scouting Squadron will patrol Chesapeake Bay.

USS Bainbridge (NE Scouting Squadron) will patrol Pocomoke Bay.

USS Jamestown will patrol Cape Henry, with orders to intercept any confederate naval forces, until USS Sumpter (African Scouting Squadron) arrives to patrol Cape Charles. At that time Jamestown will be assigned to either patrol Hampton Roads, or perform naval interception between the Eastern Seaboard and the Georgian Basin, as the situation requires.

USS Water Witch (Erie Scouting Squadron) is moving to the east coast via the Erie Canal, and I expect to assign it a station in this area.

As additional squadrons are added to our forces, these assignments will be changed to give this patrol work to more appropriate ships, where applicable.


In addition, USS Saint Louis will be departing Fort Pickens for blockade work in the Gulf of Mexico.

The President has informed me that Fortress Monroe, Fort Pickens, and the Florida Keys forts are part of your military jurisdiction. The successful prosecution of our naval strategy requires that those points be held. If there is any assistance you need from this department in order to retain possession of any of these places, please do not hesitate to request it. All available resources will be used to meet such a request.

Due to public pressure to end the war quickly, we must mobilize the nation immediately. We will also be levying an exceptional tax to equip, organize, and train the new recruits.

I would like revised troop requisitions for each area bearing this in mind. Also please bear in mind that the national economy is not on a war footing yet, and my first objective is remedy that situation. Therefore, it will be easier to fill initial requests mainly with volunteers and other light troops. Once I recieve requisitions, I will create another proposal; which is open for discussion prior to creating quotas for the state governors.

Does this mean we will not risk the early Viriginia incursion to avoid the -10NM. Respond privately as you see fit.

Sir,

The pressure upon us is too immediate. We cannot afford to send most of our army deep into Virginia, until we have additional forces for the Washington defenses. We have no other available forces to send across the Rappahannock at this time.

The public will be greatly disappointed that we have not at least invaded Virginia by the time the so-called "congress" of the insurgents meets in approximately three weeks. I am afraid that the beneficial effects of the blockade will simply not be enough to counteract this reaction. Therefore, we must get sufficient manpower enrolled in the army before the rebel congress meets.

The traitor, Henry Cobb, has left the national accounts in a sorry state of affairs, and Secretary Chase has been clearing out secesh sympathisers from his department for months. Chase assures me that by the end of the year our treasury will be in better shape, and that with a bond issue we will be able to offer substantial bounties to volunteers, in order to meet further manpower requirements.

I have also responded by personal letter with further explanation.

First, I have received a letter from General Hunter stating that his division is about to be disbanded. I understand that you are reorganizing our forces in Virginia to make them more efficient. However, please keep headquarters informed of any further such major steps. It is helpful when reassigning staff officers, to know in advance that they will need reassignment.

Second, please note that the current assignment of new troops to Fort Monroe and the Hampton Roads area is a temporary measure. These troops are intended for reassignment to other objectives, by which time other forces will be made available for security duty in this area.

Third, please do not hesitate to requisition or commandeer any transportation resources you need. Please keep us generally informed of requirements, to aid future planning.

This message is to inform you that the federal government has adopted the following policies:

1. All ports under insurgent control have been declared closed. Naval forces are ordered to intercept any vessel, flying any flag, which attempts to violate this measure. I recognize the need of additional ships to make this measure effective, which will be an unavoidable drain on our resources. Please plan accordingly.

2. There will be no declarations of martial law, or suspensions of the writ of habeus corpus, until further notice. General officers who violate this policy should be assigned to other duties. The bad news is that there are 10,000 rebels at Bowling Greene, and 5,000 at Paducah. This makes the need for a regular garrison at Bowling Greene rather a moot point. The good news is that you have permission to liberate Kentucky whenever you please, and that the supply, security, and intelligence situations in that state will be favorable. The really good news is that the rebels have decided to spread their raids between states, and that the individual governors are reacting accordingly. Please see what you can do about closing off the raider's lines of retreat. The great news is your the handling of the St. Louis situation. Missouri should be much easier to pacify than we expected.

Our intelligence reports show that the rebel 1st Texas Cavalry, currently raiding through Salem, IL; arrived there via Pinckney, rather than taking the shorter route through McClean. The significant force in Paducah, combined with this information, indicates a possible intention to take Cairo, rather than holding at the Ohio river. We must hold Cairo, both for its value as a supply depot and its value in keeping the rebel navy out of the Ohio River and upper Mississippi River. Please have some of the forces there, or some of the reinforcements I'm sure you are sending, begin fortifying the area around the city.

I can get the 1st US regiment and 3rd Artillery from New York to Fort Monroe in about ten days. If you feel that the situation there is critical, I can assign Admiral Farragut to expedite this movement. I suggest we have the volunteers from New England use the railroads to rendezvous with naval transports in Atlantic City, NJ. In that case, they should arrive at Fort Monroe about the 24th proximo. If Admiral Farragut is assigned to that movement instead, they should arrive about the 22nd. If you do not need Admiral Farragut, he will be in the James River.

Mr President,

Request permission to launch a two pronged attack aimed at trapping an isolated General Jackson at Harpers Ferry. Propose to move Hooker and Mansfield, who are well supplied, to Winchester while advancing the 4th, 5th divisions supported by the USMC, and under the overall leadership of General Hunter for an attack on Jackson at Harpers Ferry.

Hooker is expected to secure Winchester by the 10th, thereby cutting off Jacksons retreat option. The attack on Harpers Ferry will be launched on the 13th.

If successful, this move will secure Shenandoah Valley for the Union, remove a raid route and eliminate General Jackson's corps from our western flank.

Mr President,

As suggested, volunteers from New England have been boarded on trains and are bound for Atlantic City.

We do not perceive an immediate threat to Ft. Monroe, so arrival of the the 1st Infantry brigade and 3rd Artillery arrive by the 10th of August should suffice.

Local militias under my control have been consolidated into larger fighting forces where appropriate and, in some cases, stationed to garrison cities and towns in states bordering the south.

Finally, I have dispatched our lone cavalry brigade to deal with a recent raid in southern PA.

Pleae advise as to plans of attack on HF as time is of the essence. The opportunity exists while Jackson remains isolated.

We believe another opportunity will arise when we are better prepared. Our troops and leaders need some time to train before getting pushy with a general of Jackson's caliber. Even on short practice marches we have noted the extremely high rate of straggling. We would prefer to cut Jackson off by interposing mutually supporting forces along an axis east and south of Winchester, then moving into Harper's Ferry. We don't have those forces available yet. We also need time to damage the enemy rail lines, so that their forces cannot support each other or escape any trap we create easily.

Right now, Jackson looks too much like bait, bait with teeth. If he advances further with only two brigades, then yes we should attempt to eliminate his force. Right now, we don't know where Johnston is with the rest of the Shenandoah force. He may be in Richmond, or headed south, or west, or even east to join with Magruder. Then again, he could be at Culpeper, Fredericksburg, or still in the Shenandoah Valley. We would risk losing any one of the three separate forces we would have in northern Virginia. Hooker and Mansfield's force would be extremely exposed, and they have light troops with only one 6-lb battery. Even losing, Jackson could wear out Hunter's force, and then Beauregard and Johnston could push into Alexandria.

The rebels have already shown their strategic thinking is flawed by their actions in Kentucky. We should give them more time to make a big mistake here.

Let's get Hooker into a better positon to cover Washington or Pennsylvania, put him in charge of a nice division or two, and find him some equally tempting but less exposed targets.

You should also start some of the new recruits on entrenching duty, in the area between Harrisburg, Annapolis, and Harper's Ferry. Please cover any tempting cavalry targets, such as Lancaster, and send some additional troops to Harrisburg. If the rebels want to adopt a risky and aggressive strategy, we should be well prepared for them.

At the moment, your primary strategic objective is to preserve your forces. That means entrenchment. Your secondary objective is to hold the territory we currently occupy. That means more entrenchment. Once we are clearly achieving those objectives, then we should revisit this. Aggresive operations planned in the Hampton Roads area and raiding activities are intended to supplement these goals by drawing rebel forces away from your primary forces and areas of operation.

P.S. from General Scott - Wouldn't the USMC regiment make a nice addition to one of the existing divisions?

Mr. President, General Scott,
I see I find you well aware of the recent hostile actions.
My appraisals of the rebel movements are as yours. The rebels have boldly decided on offensive actions in Kentucky beginning with Bowling Greene which I believe will lead to an upcoming assault on Louisville or even Evansville/Vicennes or Cincinnati via the Green river.
Lyon has been commended for his spledid handling of the St. Louis action and of our governments good standing with the Missouri people.

Cairo, will be reinforced with several milita regiments from Ill. while
I am proposing Lyon organize the 2nd Mo. Bde, Western Volunteers, and the MO. Cav into a division and immediately assault Rollo before its depot can be destroyed and while currently only held by McBride's MO. bde. General Price is currently in Springfield and will not be able to reinforce until late August.
Fremont, will be ordered with the West Bde and 1-2 MO. militia to steam with all speed to Cairo aboard Adm. Foote's available transport. The gunboats of Adm. Foote will steam downriver to hold the river against reb ships and transports should they try to assault Cairo from Paducah or elsewhere.

I am also ordering General John A. McClernand back to Chicago where he will be tasked with organizing and enhancing our recruitment rally's there.

At Salem, the 10th Ill. cav is tasked with the tracking and destruction of the enemy cav currently raiding. I understand that the enemy here will likely disrupt the rail line so as to delay our Ill. reinforcements for Cairo so our nearby Ill. militia units are ordered to engage this enemy to attempt to keep our rail lines intact. I understand that the militia will have great difficulty in forcing the enemy to battle but we must attempt to.

At Harrison, IN. I have ordered the 10th IN cav from Indianapolis to engage the rebel cav infiltrators there.

In MO., I am ordering the 2nd and 3rd US cav regiments to Jefferson City from Lexington, their orders are for to claim the town if undefended and seige if held. Local cattle herders have reported that Jefferson City is raising militia but it is unknown what their current readiness is.

Lt. General McClellan is ordered to Louisville where he will organize its defences and arrange for the rail between itself and Bowling green to be destroyed.

I have sent telegraphs to our rivercraft to make for Louisville, Evansville and Cairo to prevent rebel infilitration or potential assaults. The yet unseen rebel river fleet is worrisome, do we have any intelligence on its current location and status?

I urgently request several ironclads, more artillery and cavalry regiments for Kentucky and Illinois. Most pressing is the need for leadership for our boys. Any generals you can spare should be sent to Louisville/St. Louis or Cairo On a last note, Adm. Foote's review is completed and his promotion is approved should the War Dept. agree.
