Hello and welcome to the forums
If you are refering to the utilty to configure, for example, if the mouse is hardware or software driven, it is a file named agesettings.exe that is located in the game folder. It is easily accessible through the game entry on your start menu (as for instance also the manuals, etc.)

As the others have pointed out, the configuration utility is available both in the game's installation directory and via the game's Start Menu program group, both of which you specified (e.g. by accepting the default suggestions) during installation. I hope you have been able to find it based on the help provided by Fransiscus and Gray_Lensman

I'm sorry to hear that you are frustrated with the game. You have several things that can help you:

• The manual, either available with the installation, via download or online via the AACWWiki (the latter isn't entirely complete, but you find most things there)
• The in-game tool-tips

and last, but not least:
