Post Foreign Entry trigger - Confederate sea transport

Something to consider.
Once the Foreign Entry trigger has fired should it not be possible for the Confederates to build up their sea transport capability for shipping supplies?
The British and French fleets become available but adding Confederate transports to the Atlantic Shipping box (or the blockade boxes) does not increase their shipping capability. I have not been able to get it off zero.
Without Foreign Entry the game's sea model seems logical, however once Foreign Entry has happened the balance of sea power shifts towards the Confederates but this is not reflected in the way the Shipping and Blockade boxes work (they continue to operate as if nothing has changed) or the movement of supplies for the Confederates.
