Activation rule

I usually like playing with it checked to no movement, I think it helps really show how the union was handicapped until decent generals showed up. However I'm about to loss a PEMB in record time cause little mac has stayed inactive for about 10 turns north of fredricksburg. All the while locking down his corps while my opp has taken Manassas, Alexandria, about to take DC. And did I meantion the the AotP is about to evaporate from lack of supplies.

Getting to the point to improve upon however is that while inactive he can't be releived of command. Which Rosy has been waiting for about 6 turns :( . So my suggestion is that if possible please allow that option.

But I used in a PBEM so not an option. And exploit just becomes cheating. Besides I'm not hosting :innocent:

Just play on the normal setting and either don't give the Union an activation roll or a low one. They move slow enough on these settings normally.

Isn't there a rule that the leaders activation chance increases over time if he's been inactive? or am I thinking of another game?
