While I think of it,
1. Why is there a "Lincoln's Inaugural Address" event? His term started in early March, 1861
a. Since there is, why does it not automatically fire on the 04/01/1861 turn?

Why is it that fort guns and coastal guns have the "emplaced guns" characteristic, which has the tooltip "these guns cannot be moved outside the region", yet they can be moved, albeit slowly?

That tool tip is basically incorrect. All "emplaced" units can be moved, it's just that they really shouldn't be moved (and, most of them are "locked" to kep the AI from doing so).

Except in the April 1861 campaign, the CSA AI tends to move the USA artillery in Ft. Sumter after it captures it.
Also, why is it that most unit abilities like "militiaman" and "sharpshooter" don't improve with experience?

That's because the lock is removed once a unit is attacked. That example just shows why those units are locked in the first place.

With experience, the whole unit improves... most of those abilities are multipliers, so additional experience does improve the effect of the ability.

I don't believe it would be historically correct, to have the 2nd term inauguration event fire automatically on the 04/01/1861 turn, especially since he doesn't get reelected until 1864.
evt_nam_USA_LincolnFirstAddress1861 I think its mainly a vehicle to give the USA a morale boost after Sumter,its dates are 4/3/61 to 30/6/61 its got a 20 probability.

Bummer. There is one WiA feature I'd really like to see retrofitted to AACW. The ability to have amphibious units debark the turn they arrive.

Sorry about the vagueness, but the 1861 "Lincoln's Inaugural Address" is indeed the one I'm talking about. It gives +1 NM to the Union and -3 NM to the CSA.

Why is it that unit power calculations are such that a unit with, say, 60/60 cohesion will have more strength than an identical unit with 65/70 cohesion? In other words, why is relative cohesion more important than absolute cohesion?

Except that isn't the way it works. If I have a division with, say, 100 strength and 65/70 cohesion, but I then put it under John Pope or someone else with the "dispirited leader" characteristic, its cohesion becomes 65/65, but its strength would rise to 103 or so. Similarly, if I have a division with cohesion 70/70 and power 150 and an elite infantry brigade of power 30 and I add the elite infantry to the division, the max cohesion of the entire division rises, but its power would be less than 180.

By the way, which patch was it that removed the influence on military control by region loyalty, or is that just in the KY mod?
>> Let me rephrase. Region loyalty no longer affects military control in the game. I play 4/1861 campaign w/KY, 1.14 RC17. In earlier versions, I played the same campaign without the KY mod. Did an earlier patch remove this influence, or is it just the KY mod?

Something ive never noticed before so i dont know if its a bug or NOT, but Union exceptional taxes give 1% inflation and Rebel 2%?
Is that an intentional handicap?

Something that's a little silly... in the 4/1861 campaign w/KY, the CSA can draft about as many companies on 4/1/1861, when it includes only the starting states, as it can on 06/01/1861, when every state but KY is in the war.

Wow. I had no idea there was so much code involved. Then again, maybe this game is over 1 GB for a reason.
