Awol Conscripts

In my current game, I called for volunteers (Union) in Early July 1861. The new turn (Late July 1861) indicates that I got 150,000 volunteers. However, when I went to the financial ledger, I was missing 100,000! There were no messages indicating where these guys went off to.

Does the automatic events of adding militias reduce my pool of conscripts?

Anyone have any clues or do I need to send in the files?
