Unable to form 30th div

Ive had a div destroyed and am now unable to form a 30th div. If you look you'll see Stand Watie's was destroyed at Nashville. Not sure the event count, and also should be able to count 29 divs. It;'s telling me there are already 30 divs on the field and the form div button is greyed out.

Well I have all the backups if you really want them.
Just out of curiosity, how can you tell I have 30? I'm only counting 29.

I have stumbled on a similar 31th division bug playing CSA.
I have created 30 divisions, but the "create division" button is still opened for building a new one.
In fact, the button says -> "you have 29 divisions on field...", while the roster says 30.
I suspect the problem appeared with a promotion of a division commander, combined next turn with a corps assignment.
a) Van Dorn leads a division and wins some battles. He Gets his promotion. The "promotion button" is clicked. Run turn
b) Vand Dorn is now a 2* still leading a division.
c) The Corps assignment button is now ready to be clicked.
d) I assign VD a corps, it gets a corps, but STILL leads a division.
e) I get troops out of the VD division, then disbanded it (seemed a bug to me).
f) I created new divisions. Eventually, I found I had the 30th division, but I can form the 31.
I ve tested building 31th division in the turn. Then disbanding another different (2nd general) division, and then trying to build another different (3rd general) division and I have been able to build the 31th again.
I ve not tested creating the 31th division and running a turn, disbanding it and checking if it could be available for construction, due to being PBEM.
