Levels of Historicity

I know that there's been some debates on here about how closely the events of the game should follow history, but has there been any debate on implementing different levels of the game not corresponding to difficulty but to the amount of historical events that force ingame events? For instance, we could have the current game as "fairly historical," or however we want to designate it, which allows the player to generally operate independently of history except for events such as locked forces, certain generals disappearing at their historical times of death/resignation, etc. The other level could be "Sandbox" or something along that line which could instantly unlock all units and keep all the generals throughout the game. So, in this level I could, say, lead an army of formerly locked state militia under Patterson (bad idea, obviously, but the point still stands). If there were interest, then there could even be foreign intervention instantly unlocked.

This would probably be a very long-term and low-priority project, but it'd be nice to have something a little "fantasy" to unwind to, rather than have the regular game.
