Rebel bde built in Federal controlled Richmond?

My rebel opponent built a Virginia bde and he says that was being formed in Richmond, however, my Federals already control the region with 100% MC. Whats going on? File is attached. I should mention we are using the latest official patch with no mods.

Yes, my Virginia Cannons begin to form in Richmond under Union Control. This news I saw in the info form last turn.
