I was thinking today. Would it be possible to somehow tie a leader's strategic rating with the number of elements they can control inside a division?

This is simply another method of approaching the slightly a-historical result of having mega-huge 18 element divisions that add up to WAY more troops than there probably should be. But this might just be a shot in the dark....I dunno.
