Railroads

Should railroad movement be "front-loaded" like the delay on ship movement?

Sometimes I get the sense that rail cars in the Washington-Richmond axis are behaving too much like Paris taxis on the Marne.

It may be too easy to escape combat by hopping on the trains, and, realistically, much of the time involved in moving by train would be assembling the cars and loading the troops...
