Possible problem 1.16 beta 6

I'm hosting a full campaign with Kentucky add on, using the beta 6 version of the game. My opponent, playing as CSA, is experiencing the following difficulty:

"The problem I'm having is that several units are ignoring my move orders and are instead reverting to passive posture and then just sitting inside their starting place"

We are using the middle activation setting. I am not seeing this problem for my orders. Attached are the last three turns, minus the .rpl files. We are on the early July 1861 turn.

Hope someone can figure out what is wrong.

I'm eager to upgrade to beta 7, but aren't there other problems beyond what was fixed with the hotfix?

Did people experience the problem my partner has identified with beta 6? My limited understanding was that beta 7 is intended to improve retreat paths. Emphasis on limited.
