When you get the message in the scroll box that indicates you have received replacements, is there any way of telling which units are receiving them or am I missing a report?

It is a two step process: first the replacement are received (e.g. men to fill regular companies, coming from the home nation)...and you get the message about it.
NB: you can see them in the ledger, by type...
Second step (usually the following month, but also later if the need is not immediate), you receive a message saying which unit has received which kind of replacement...this is attributed automatically by the engine.

in the second case the message would be (eg):
4th Rgt has received: Infantry
You can click on the line to jump to the region where is located the regiment.

forgot: to be eligible, your unit must be in a region with a level 2 or higher town, unbesieged, in supply.

Now you tell us
Actually, this has been spotty. If I absolutely WANT a unit to get replacements, I have found that it is best to move them to a depot an put them in a "passive" posture. Anything else seems to be a crap shoot. I have had units that I thought were eligable, but never received the replacements I thought would be due.

yes depot qualify too, and passive increase your chance of getting one (if you have one in the pool that is)
edit: passive is really a passive posture, not just a reserve one. A retreating army switch to passive for example, and passive armies never attack by themselves, even if other friendly armies are attacked in the same region (they fight back if attacked). Defensive posture on the other hand dont initiate battle, but if one defensive army is attacked, all others join the fight.

Yes, click on the globe on the bottom lefthand corner of game screen.
You'll then be brought to a book that has colored bookmarks along the right hand side, click on these to go through the different information provided. I think the second book mark contains replacements.

hi pocus.......do you mean that you can get replacements in city or fort that has a depot, even if it isn't in a level 2 (or above) city?

yes. each of these structures qualify as being able to let the troops stationned in the region receive replacements:
a) city of level 2+
b) depot
c) fort of level 2+
