Change in Carolinas Scenario?

After installing the patch, I loaded up the Carolinas scenario. Playing as the Colonials, I find that most of the forces I had pre-patch have disappeared. For example, no garrison or leader in Charleston. I have only two Militia units, one in Hillsboro and one in Willmington. Is this intentional? Certainly makes playing as the Colonials more of a challenge.
