Wouldn't a blockade of Athens solve that problem? Of course, you would have to find a way to get a Navy but that is doable.

Does it add that the Tsar needed a reason to keep the fleets out in open waters in case war broke out between the UK and France over the January Uprising in Poland, as well? That seems like a more logical reason than showing support for a war that didn't concern them.

Not sure what department you are talking about but this strategy works well for me.

Stretch them, starve them, blockade them, and raid them. All at once if possible. Eventually they will have to attack,retreat or be destroyed.

Depending on the way the war is going, issuing a proclamation should lower NM.
