There is no depot in Teheran (Persia), no supply production in that city of any kind and no supply units in the British forces there (once they appear in the game). The game doesn't recognize the following line in Kolchak's .mdl: Ability1 = $CiC_Corrupted_Administration and therefore gives the error icon and the error text when looking at the abilities. Mezheninov 's army .png file is also misspelled. Almost all these problems are with Red comissars and officers. I think the files were fine, but these guys are hiding from Stalin & Trotsky because they want to avoid execution for incompetence on the battlefield. Therefore they change their own .mdl...

Another portrait not "active"

OneArmedMexican didn't mention this, but:

Comrade Snesarev (MDL no. 947, 1016, 1094) has a portrait - Unit_RED_Snesarev.png - which is not mentioned in the MDL files and which therefore doesn't appear in the game.

No offense, Bertram , but it would make things very complicated in terms of: 1) design and 2) play. I would personally "vote" for having three factions: 1) monarchists; 2) anti-Czar democrats; 3) anti-Czar bolsheviks. To answer your 2nd and 3rd questions, I may be wrong, but divisions don't cost money to maintain. There's just a financial cost - and also a cost in supply, WSU (war supply) and recruits for creating them, but I don't know it.
