FE Counter visualization

After having enabled FE counter within NCP, I noticed only the side that can have neutral powers support is able to see it.
For other side FE counter is always set to zero.

Is that normal?
There's any way to make the oppoent aware of the FE points tallied by the enemy, but event messages?
