Smooth, my suggestion, try playing both sides and see if this fixes the issue. It is a way of troubleshooting. AI has to follow certain measures which might be outside your expectations.

What occurred to me since my last post is that may never need to run a turn. Enter as Union and make a move and save. Then do the same as the Confederacy. I have heard some chat about how nice if would be if PON could be server based. I wonder if there is a channel in which this ideal could be realized?
I do suspect ownership of PON is very odd, so maybe not.
But a game which enabled, say 40 factions. would find a ready audience in my circle of players.

Depends a bit upon who is doing it and how it is done. Units also need to be active and in at least blue/orange posture. Any regular cavalry, infantry or partisan unit should do it every time.

I know at some point a good modder posted a fix for Russia not entering the game in the Grand Campaign and the four player game. I had a clean version which worked, but when I reinstalled on a new computer I lost my version with the fix.

Just a hope and a prayer.

Use the Open Folder Location command on the game icon, right click to find.
Then run the AGESettngs program.
This will bring up your serial number.
The tab behind will allow you to change how the game is displayed and should give you the control you seek.

Yes, try to install in a new folder either in Program File - not (x86). Or in your My Document Folder. I often install troubling games there as the permission are easier.
