I think of this as a plan with potential for good or not. Kind of like First Manassas when both sides attacked the Right Flank. It is a rock, paper, scissors kind of deal, you need to be lucky as much as you need to be wise.

I concur with Epaminondas advice.

Landwehr can upgrade with experience. Artillery are neutral. It is easy to miss the command penalty as it shows only in battle, not in organization. Challenging to play this faction well, as it was historically.

You are not doing anything wrong. The ability to form division and corps are a question of time. You cannot form corps early in the war. So just wait and it will become available.

It appears you have two things causing the issue. The first is that you cannot remove the artillery which are locked in the region. Have you used the Windows 10 feature which allows you to run the game as if you were using a previous Windows version? For me, running as if in Vista build 2 usually solves all the problems, of course still run in administrative mode.

Naval settings determine this. If you are playing the most player involved settings, then they must return to port. But any of the other three settings allow replacement in place.

I am far from knowledgeable on this matter, but from personal observation is appears this is related to harsh weather and has nothing to do with the rail. I find harsh weather in some regions makes the region impassible to any movement into the region.
