When I played the US, I mined the gold in California/Nevada, then I converted it into state funds every couple of turns (like 3 or 4). I kept my taxes low to avoid unrest. You can get a lot of state funds this way (but it takes a while to do that).

It could have to do with the army being untargetable if there is another stack in the region (I seem to remember this being discussed once before). Not sure this happens all the time, but it could explain what happens. It also follows my experience in the game, and in ACW I.

You can "lock" forces so they don't merge. As Candinho states, you right click on the stack name (at the bottom), and then you will see a small lock icon, which means your stack can't be drag and dropped onto another stack by accident.

I don't believe so, as they don't have the same supplies (they are different factions, and are I believe technically "neutral" towards each other).

I am not 100% sure about this, but I think that at any given tax level (even 0%), there is a small chance of population non-satisfaction. If you lower the taxes, they don't have non-satisfaction, but if you keep it steady, they start getting upset again (again, not 100% sure, but this matches my exp...

It's an option in the menus. If you set it up, you can watch it by pressing the tilde key (US keyboard), and you should see a pop up box. Then you type "load replay". You should then see the replay.

If I change them from passive to another posture will this free them up? or are they now useless for 540 days?
