When a new pop is added you only have up to the amount produced each turn left, if you come under siege in that turn you are in trouble..... If you get a new pop added by the "admirable healthcare event", then it looks like food stockpile is reduced to zero.
Playing as Rome I have built a Physicians house, then upgraded it to a hospital. I then upgraded again to the Great Hospital, I have also built Medical school , all in the same region. I now have Physicians House in the available to build options for this same region..........

Just start a new game as Rome and run for several turns. Look at the Legacy points tooltip in the top right hand corner of the screen, check it each turn.
