if i recall - its good and bad. The good is it postively affects your research speed and adds to the chances that the social mix in a province will change (more middle classes etc = more consumption = more PC derived from production). But it also means that militancy can rise (or the effect worsen)....

I believe so. Pocus did some changes in the .exe (otherwise the problem simply returned with the 1870 tech gains). I think its simply that there is a cost premium for very poor terrain which doesn't show in the tooltip. If its any help, by 1859 I have rails running through swamps and mountains (as Russia) but they were more expensive to build than in easier terrain

Depending on how the region is treated - colony or non-national - there are various card options that will increase loyalty. Also units with a high police score help - the direct effect is to lower revolt risk but can also give you loyalty and contentment

Hard to give you specific advice as its all a bit situational - and depends a bit on what you have to hand. There is an alternative to #1 in WiA. Lets assume you have army 1 two provinces behind army 2 and your target is in the next province.
