It can be tough to find mods with active links. I am assuming you looked on the PON Mod page and could not find much. Several forum members provide mods or mod commentary. Two which come immediately to mind are loki and Burns. If you search for the those two by name you will find several mods.

ROP is chess with probability and player understanding thrown in.
It is very hard to play well as either side. So far in my play, there is not 'best' play, just good options and lines of play.

The answer from my play is yes. Successful reforms. However, the Ottomans of all the factions are the most dependent upon luck. After all, we are a century before Ataturk.

You are certainly right about what the Germans can do, but it sounds very historically grounded in outcome.
For me, finding the one blinding opening for the German fleet makes the waiting and whittling worthwhile (mine are disciplined sailors as, apparently, opposed to yours) :)

You do know if you use the T or Y key to cycle through your naval units it just takes a minute or two to check on all of them.

You are so far ahead of me in game play, but I think the reform is more about army and corps relations than the number of divisions. Division numbers are more about efficiencies, that is, combining units to maximize divisions.

Most scenarios will allow you to continue. If you continue beyond the planned end of the scenario you will find events no longer happen.

The event is mostly working well. In the rare instances where it still sneaks into the game, the solution is very simply. Back up, split up your stacks and resume play. By all means this game buy the game, the ear is so well covered you will learn so much about the 30 years war even if you know quit...

I am not exactly certain of what you are doing, but if you are uploading a save game file for pbem play or such then part of the issue is you have the wrong files. You need 51% loyalty for the auto garrison to kick in. So I leave a unit in the fort as it builds loyalty. Incidentally, the unit will also hasten the loyalty conversion.

Try breaking you force into several fleets where each fleet is composed of only ships of the same class. You will see that you can, in fact, intercept.
