Historically the fact is the south was not that short of any supplies. They just could not get them to where they were needed. It was a matter of transport and logistics systems that were to blame. They are a slower more limited version of transports.

Their main value is not as transports but as a cheap supply source for building supply depots in locations with waterborne movement.

This is something that has been worked on and worked on again but some how it never seems to work.
