Seems to go away with the Army-by-Army activation. Guess I'll just move up to that level, it seems like the "real" mode anyways. Thank you for your help.

Hmm I went back and kept playing, but the French GHQ continues to move into my stack without battle in Charleroi. Even started a new game same issues occur. And it always seems to be the French GHQ. Gets to be like a black hole, units move in but nothing can move out of the space, really slows down ...
