I still think though that it was primarily technology that placed the advantage with the defence from 1915-1917. Machine guns and heavy artillery meant that trenches were vital. What is the downside of creating naval warship stacks and sending them to the shipping/blockade boxes or across the oceans for months on end? I launched a battle the following turn and results as follows;

23e with 2 ammo did not fire
17e with 36 ammo fired 8 times
18e with 16 ammo fired 8 times

It's only one try so not sure what to make of this. Is artillery being 'pooled' before a battle or shared out afterwards ?

For example 23e should only have used 16 shells but is down 34 shells. 17e and 18e have fired with some of the shells from 23e. The shell usage is not correctly recorded against the firing unit.

I notice that for medium artillery the ROF has been reduced from 8 to 3 and the ammo supply has been increased from 6 to 36. What was the thinking in reducing the ROF ?
