Only combat elements are counted.

You count the distance from Richmond, so Williamsburg and also Fredericksburg are both close enough.

I believe it does, but gaining the next EL always requires twice as many XP as for the last EL, so if an element has gotten to EL 2 without training up yet, it will have a lot of time to train up before gaining enough XP an attaining EL 3.

Once they have gained their second star (EL 2), they will no longer gain XP through field-training. Does field training mean only the 75% probability to gain Xp per turn? Lend-Lease stacks are per treaty, and AFAIK and would expect, the treaty recipient will control those units for as long as the treaty is in affect.

Were you able to control Swedish units prior to Sweden surrendering?

If you're not being besieged you can use the Disband SO. AFAIK Surrender is only available if your stack is being besieged.

No, they work in conjunction with each other. So with an HQ Unit, each element could gain 2 XP per turn.
