The problem doesn't appear to be related to automated replacements. Having them on or off doesn't make a difference.

I do. I also had them turned on in my previous games without encountering this situation. That was with the pre-Steam version. I'll try turning them off and see if it makes a difference.

That's exactly what happens. I'm not aware of anything else that's being changed simultaneously. Fairfax VA only has the Alexandria garrison and McDowell's army stack. That's what I thought, but I can't imagine what the other factor is. I add the HQ support, down to 1192. I remove it, back up to 1278. It doesn't matter how many times I put it in and take it out, the stack power alternates between those two numbers.

So "distant unload" orders for the fleet isn't really sufficient for initiating an amphibious assault and you have to unload by hand to make it work?

Thanks for the tip of using Ctrl+F4. I'll try it to see if there's a siege icon.

I don't believe so. I currently have at least 1 general who isn't locked in place that has a darker envelope and text "This general cannot perform offensive operations this turn." He's incapable of going into offensive stance but can still leave his space.
