Don't forget that Germany had a huge surface fleet, too. If the Battle of Jutland had gone differently (not likely to have, but possible), the blockade would have been impossible.

Try right-clicking on the tab of that infantry unit. I think the stack's been locked, meaning you can't merge it with anything. It happens when you right-click the tab or hit (control?) L.

So far, all these wars have proven that the games are too complicated for the AI. On the one hand, I'd like to play single player without the rest of the world falling apart due to the cluelessness of the AI, but OTOH such an AI would probably be smart enough to create the Matrix. So, tough call.

The mystery column is penetration. I'm not sure what it does; it may negate protection. I've never seen any units other than ships have non-0 values.

I used andatiep's events to increase the number of available divisions for both sides to 99. However, when the events triggered and I moused over the division creation button, I saw that the limit was still listed as 60. So how do I accomplish the goal stated in the title?

Sibley is providing a 5% boost. He's a 3-1-1, right? The first 1 is a 5% boost to attack, and the second 1 is a boost to defense. If you want to see it in action, attach Sibley to one of your units and watch its effectiveness rise.

There is another way. On the F4 screen, mouse over the public funds icon that is just above the bottom one. If you are converting gold/gems to money, it will tell you your income from that.

It's international trade. For some reason, buying on the international market counts as a negative to income. So if you're selling 500 on your domestic market and importing 700, it will say you have an income of -200.

Effects like +5% development level on a 75% developed province? Now that I think about it, it may have had the population effect (+15) it was supposed to, but I'm not sure. I do know it never finds any resources and does not increase development level.
