Does the red airforce reinf option work? Now I know it should only kick in once every 6 months but I seem to get reinfs only once. We are not in late 1919. Trotsky keeps dying

ok 3 successive campaign games and Trotsky dies early in each one. This does not happen with any other leader.
Does anyone else have this problem?
Is related to his special train ability?
Next time I will save the game and upload, just wanted to know if anyone else had this problem/

Thanks Pat, yes I knew that about non-divisonal commanders surviving. You have obviously learnt to play around this one ;)
However it really isn't a very realistic solution.
That leader roster same as the unit roster for missing elements would be soooo helpful.
