I just fired up the same scenario and had 64 messages quite a few of which announced the building of depots or Indian villages. This is a new feature and WAD. Hi! NM % coefficient (it's shown in the NM tooltip IIRC) affects the production of nearly everything in the game. The numbers are affected region-by-region by different factors. For AACW, there are close to 1000 individual regions. That should give you an idea that you are trying to do something that is almost impossible to micromanage. Instead, you should maximize things like control of the regions themselves...
