Lincoln is now president in 1861 and I have state visits again. But no commercial agreements. Lincolns stats are 7 3 5. Could it be that the previous president Buchanan's stats that affected my diplomacy actions? I think he was 5 2 ? ..

This has been going on for 3+ years now. I even cancelled a commercial agreement and that didn't change anything. No ability for state visits or commercial agreements.

I've been over 14 diplomats and even at 20 diplomats for couple of years.

Playing as USA 1858 and I have no commercial agreement or state visit options for any country. Is my game broken or WAD?

Can someone post a way to fix this problem via an event or console command?

On any unit panel their experience is missing. I can only get its progress from the tool tip by holding my mouse where it should be.

Like a harbor costs 100 Money (gold). In 1.04 that cost is gone.

1.04 GC USA All buildings that required gold to build, now don't. They just cost materials. Patched back to 1.03e and they now cost gold. Almost all stacks don't cost any CP. Switch back to 1.03e and they do cost CP. Civil War started and no generals appeared. Not sure if or when they are to appear ...
