If your promotable officer is not the leader of his stack, you must extract him from the stack or the promote order will not work.

My question reframed is, do the game combat tables allow for the possibility of the CSA attacking at 1-1 or less and winning? Talk about a huge penalty. A general dropped from 5-3-3 rating to a 3-1-2 rating when Division command was enabled. Is that because he is only 1-star and should not be a Division commander? For this reason the South would have had to win a complete victory over the North. I don't think a complete victory was needed by the South : war weariness in the North was sufficient and nearly happened in 1864 when the democrats proposed McClellan as opponent to Lincoln for the presidential race....
