Sometimes the simple stuff stumps me. How do I do this? There are no naval units in the vertical reinforcement placement box. I try to drag and drop it onto a fleet (without an admiral) on map and nothing happens. I try to drag and drop it onto the map itself and nothing happens. What am I missing?

Ok - tried that - scrolled over the mideast, then the med, then eventually France in the main map - get the red letters telling me that I can't move over land with naval transport selected. You see my frustration - I'll give it another try.
