That is the problem, the tool tip said that a division was trying to form and did not have the stuff to make it.

I have had problems forming Divisions. I am playing as the Union, the leader, in this case Hooker, could not be assigned as a divisional commander, but he was active that turn. He was able to have a single unit attached to him. It was early in the game, but there were only 5 divisions on the map for...
