Ran another game to turn 5 and got 1 leader.
Thanks for the fix.
Love the game so far.

I ran a new game and the same thing happend.
I just hit endturn 5 times without doing anything.

The leaders all showed on the same turn.
It was the first turn that the leader arrived turn 5.
It may have been turn 4 I may have hit end turn to see if it would fix it.
Saved game file attached if I did it correctly.
