I'd add that Harbors above Level 2 and Naval Bases also allow for ships to gain replacements (allowing for new ships to be added to understrength counters)

Yep, it happens via events if you have them in colony status. So, if you want to make Kansas national soil, get it to Colony status then wait until the event fires in 1862-1864 timeframe.

Once structures pop up, then you can find them, IIRC. The regions are basically western sector of New Mexico, central Arizona, the necky part of Utah, and parts of Montana.

Sorry, the name of the region is ok. but it belongs to the state of missouri and not to kansas. :) Yeah, I've been bugging Philippe about that. (in full disclosure, I'm from that region). N. Missouri should be part of Missouri, and southern Arkansas should be part of Arkansas (and not Oklahoma). :)

first, forget everything you know from playing other games (Victoria, Civilization, et al). PON doesn't reward aggressive annexation and conquest. It just doesn't. IMHO, the best way is build a rail from St Louis to Ft Leavenworth, and a depot and pre-ind fort at Leavenworth. Put all the troops you have in western outposts in the outposts. It reduces attrition. I've always assumed Out-of-Supply meant 0% on hand supply. The units I've mentioned all kept their on hand supply levels at 100% and never decreased it, so technically they aren't considered Out-of-Supply I guess. I meant to add that some 'factories' (like military acadamies) require State Funds to function. If they do, they will not show up on the F4 ledger but you'll have to go hunt them down.

Don't declare war! You won't really get anything out of it (historically, the USA never declared war officially against any tribe...). Best option--occupy all the area with troops.
